You can do pretty much what you like with your result: create signatures with name added, extras or stats, websets. Give all the credits that are required and for the tut to:

Tubes of your choice, free or not, but credit for them must be added to your tag. I used a tube © Lady Mishka - htttp://tinyturtledesigns.com. Don't forget your license! It must be legible on your tag.

STEP 1: Mask and Wordart 1

Open an image 750x550. Fill with white.
Add a layer and fill with blue #248BC6.
Open gemsmasks-192 and apply. Masks > New > From image - OK. Then Masks > Delete. In PSP 8 and above, it's under Layers > New Mask Layer > From Image. OK then Layers > Delete.
Set the opacity of this layer at 60%.

Selections > SSelect All. Add a layer.
Open my wordart MF_Summer SweetnessWordart and thenEdit > Copy.
Click on yor image and then Edit > Paste into Selection.
Selections > Select None.
Colorize with #248BC6: Hue at 129 and Saturation at 177.
Set the opacity of this layer at 60%.

STEP 2: Elements and Tube

I used this Drop Shadow on most of the elemnts and the tube also.

V =3

O = 30

H = 3

B = 3


MF-2 - at 55%. Place on the left.
MF-37 - 75%. Place under the frame and in the middle od the frame.
MF-13 - 40%. On the right.
MF-12 - 25%. On the right.
Add the tube.
MF-1 - 50%. Image > Mirror. On the right.
MF-32 - 70%.
MF-41 - 70%. Image > Mirror. On the left, at the bottom.
MF-6 - 70%. On top of the parrot.
 MF-18 - 40%. At the bottom, on the left.
MF-5 - 50%. At the bottom, on the left.
MF-4 - 40%. At the bottom.  
MF-19 - 50%. Image > Mirror. At the bottom, in the middle.
MF-8 - At the bottom,.
MF-14 - 70%, on the right.
MF-10 - 30%.Image > Miroir. At the bottom, on the right.
MF-12 - 25%. At the top.
Duplicate etthen place at the bottom, colorize with #228DB9 - Hue at 140 and Saturation at 176.
Duplicate MF-14 a 2nd time.
MF-29 - 30%, on the frame, at the top and on the left.

STEP 3: Wordart 2 and Credits

Wordart 2: 26%. At teh bottom then apply Gradient Glow
 


Credits with a small pixel font like Pixelette or any other pixel font.
