New layer. Click in the middle, towards the top. Draw a small circle #3f8da5 diameter =6 and apply Mura's Meister > Copies. Then apply this Inner Bevel Duplicate. Image > Mirror Vertical. New layer. Move a bit down and draw another small circle, same size filled with #9fedff and apply Mura Meister > Copies. Same configuration t create a secong line of dots. Same Inner Bevel. Duplicate.
